This is a sake cup created by Takamori Seiji.
That's the pattern which is especially well-ballanced between white background and line patterns.
The wings attach to the top of the arrows and the pattern is also known the auscipious design.

He has learned pottery and colored porcelain at three places in Karatsu, Kyoto, and Arita. All process of works are made by hand between shaping with the pottery wheel, glazing and overglaze painting.
