The title is Sometsuke Niho-oshizara (染付二方押皿).

This is a plate created by Nakamura Emiko.

Throwing a shaped plate on the potter's wheel.
The floral pattern was painted with a brush contained plenty of gosu.
Gosu is a type of pigment for ceramic.
It turns to a cobalt blue after painting on a transparent glaze and applying the reduction firing gas.
